Before founding Systems Approach West (SAW) in 2024, Paul A. Cornellier built a 16-year career in engineering across various industries in Canada, with a strong focus on safety, risk management, and project leadership. His diverse experience spans from research and development and incident investigation consulting to plant engineering and asset integrity management in both the oil & gas and pulp & paper sectors, making him a recognized leader in process safety and operational excellence.

Paul’s industrial experience began in 2008, when he joined Systems Approach Strategies (SAS), where he played a key role in developing the Loss of Control Investigation process (LOC/In©) by managing the creation of LOC/In© software. His work expanded to training investigators in industries such as transportation, oil and gas, and power generation, culminating in co-authoring the incident investigation process for the Electrical Safety Authority (ESA) of Ontario.

In 2011, Paul joined Husky Energy in Rainbow Lake, Alberta, where he deepened his expertise in Process Safety Management (PSM) and earned his professional engineering license. Promoted to Plant Engineering Lead, Paul developed an Alarm Rationalization program, aligned with ISA 18.2, that was adopted across Husky's operational units, improving safety and operational efficiency.

In 2017, Paul joined Mercer Celgar in Castlegar, British Columbia, where he implemented Risk-Based Inspection (RBI) methodologies for Kraft Recovery Boilers, extending operational campaigns and improving regulatory compliance. His leadership in asset management and process safety led to significant improvements in facility performance, including the creation of a new Fixed Asset Integrity department in 2021, which focused on PSM and risk management.

Paul’s multidisciplinary experience also includes service as Deputy Fire Chief and a member of the High Angle Rescue Team (HART), further emphasizing his commitment to safety. In 2024, he founded Systems Approach West (SAW), expanding the services of SAS to include turbogenerator inspection and testing, risk management, asset management, and project management services. He is a licensed Professional Engineer in both Alberta and British Columbia, Canada, and a certified PADI Dive Master.

Before the establishment of Systems Approach Strategies in 1996, André had a 16-year career with Canada’s largest public utility, Ontario Hydro. Various positions and responsibilities provided him with in-depth safety management experience while working at all levels of the organization and in all business sections – nuclear, thermal, hydraulic, transmission and distribution.

During his years with Ontario Hydro, a significant personal achievement was the development and implementation of strategies and programming aimed at reducing incidents and improving safety culture at the front-line worker/supervisor level. Key to this programming was effective investigation of accidents and serious near-miss occurrences.

In 1996, André created Systems Approach Strategies as a company committed to providing system safety management programs including investigation services and training. The company’s goal is to provide clients with expertise in system safety consultation services based on in-depth root cause analysis capability.

Using recognized applications such as LOC/In©, MORT©, DNV SCAT®, TapRooT® and TRIPOD systems, Systems Approach Strategies provides investigation reports based on facts about what happened and why for effective corrective action decision-making.
